How put sign posts in frozen ground?

I need to put posts that are 1" square and pointed into the frozen ground. I typically just pound my thick steel posts into the dirt no problem but the ground is hard. I can chip away at it with a shovel. Do you have any suggestions on how to create 2" holes that are 5" deep? Should I use a drill with a large bit? Any other ideas?

hard to believe the ground is so frozen you cant beat in a piece of re-bar to start a hole...could be tho....
